The HKCBI has as its sponsor the Catholic Bishop of Hong Kong John Baptist Cardinal Wu.
The Institute is managed by an Executive Council which is accountable to the Members of the Institute. Officers of the Executive Council are elected by the Members in a General Meeting. Members shall have made a contribution to biblical studies and have at least two years’ experience in the biblical apostolate.

At present, there are 78 Ordinary members and 30 Associate Members.
Membership
To be an Associate Member of the Institute, a person shall have graduated from the Institute or other institution which is recognized by the Executive Council as equivalent. Associate Members who have at least two years’ experience in the biblical apostolate can apply for Ordinary Membership. Every Ordinary Member shall have the right to vote at General Meetings and be eligible for election to the Executive Council.
